Brazilian Tech Diplomat Examines Global AI Governance During Dean’s Speaker Series

Contributing his expertise as an academic researcher on artificial intelligence (AI) and global governance, Eugenio Garcia will join MSU College of Law Dean Linda Sheryl Greene for a dialogue on AI. A Tech Diplomat and Deputy Consul General of Brazil in San Francisco, Mr. Garcia will discuss “The International Governance of AI” during the Dean’s Speaker Series on November 3.

As Tech Diplomat, he is head of science, technology, and innovation and the Brazilian liaison with Silicon Valley. Mr. Garcia is a member, and Latin America expert, of the San Francisco-based Tech Diplomacy Network launched in 2023. He is Founding Member of the AI4SDGs Cooperation Network in Beijing and Founding Fellow of AI Talk Live. Mr. Garcia is also a Member of the International Association of Artificial Intelligence. He participated in the 2021 negotiations on the United Nations Educational, Scientific, and Cultural Organization’s recommendations on the ethics of AI.

Mr. Garcia has more than 30 years of experience in foreign policy and diplomacy, having served in diplomatic positions in Brazil and overseas. His diplomatic assignments have included Senior Advisor to the President of the United Nations General Assembly in New York and postings in Brazilian Embassies in the Republic of New Guinea, New York, London, Mexico City, and Asuncion, Paraguay.

He has a PhD in History of International Relations from the University of Brasilia. Earlier in his career, he was visiting research associate at the University of Oxford and a Professor at the Rio Branco Institute, the Brazilian Diplomatic Academy and UNAM University in Mexico. Mr. Garcia has published seven books on foreign policy and international affairs and numerous research articles on AI governance and multilateralism. His current research focus includes international governance of AI, the impact of new technologies on peace and security, and the role of multilateral organizations in AI diplomacy. Mr. Garcia is multilingual and former Brazilian junior chess champion.
