Biography
Lumen "Lou" Mulligan serves as an associate professor at Michigan State University College of Law.

He earned his J.D. magna cum laude, order of the coif, from the University of Michigan Law School. Professor Mulligan also holds an M.A. in philosophy from the University of Colorado and a B.A. with honors from the University of Kansas.

Prior to joining the faculty at Michigan State, Professor Mulligan was an assistant professor of business law at the University of Michigan School of Business and a lecturer of law at the University of Kansas Law School.

His legal experience includes co-founding Stowell & Mulligan, P.A. (a firm representing nonprofit organizations), working as a litigation associate attorney at a large midwestern law firm, and serving as a judicial clerk for the Chief Judge of the United States Tenth Circuit Court of Appeals. He continues the practice of law in a pro bono capacity, having served clients including habeas corpus petitioners and Freedom House in Detroit, Michigan.

Professor Mulligan’s teaching and research addresses the jurisdiction and remedial powers of the federal courts and ethical governance of nonprofit organizations. His scholarship is published in several prominent legal journals including the Michigan Law Review, N.Y.U. Law Review, Northwestern Univ. Law Review and Vanderbilt Law Review. He is a regular speaker at law schools throughout the country and at national professional organizations such as Community Anti-Drug Coalitions of America.
